David Feise brings unparalleled experience and expertise to AATC. Working both as an MOT subcontractor and performing MOT on the contractor's side, Mr. Feise has 20 years of management experience with 14 years in traffic control. Mr.Feise is a certified FDOT advanced MOT instructor and ATSSA member, and has worked as an ATSSA instructor and corporate training partner, training well over 400 people in traffic control. Mr. Feise has managed the self-performed Traffic Control on the last 2 FDOT mega projects (595 and I-4 Ultimate).
Under his leadership, crews have performed over twenty thousand Lane, road, and ramp closures, installed, relocated, removed, and stockpiled over 2 million Liner feet of temporary concrete barrier walls, and performed successfully over 400 phase changes/traffic shifts. Mr. Feise has managed some of the most complex phase changes/traffic shifts on highly congested urbanized highways. He has performed the largest single closure in Broward County FL history, while working closely with FDOT and other subcontractors.
Mr. Feise works closely with FDOT and their representatives and under his guidance has implemented the state's first Smart Work Zone system, and has been at the forefront of leading the way in new Traffic Control innovations in Florida.
Mr. Massimo obtained his Civil Engineering Degree from Penn State University and his MBA from The University of Central Florida.
Mr. Massimo has spent the last 4 years on I-4 Ultimate as a Quality Assurance Supervisor and has extensive experience in MOT inspection. Mr. Massimo was solely in charge of the Quality Assurance of the MOT on the entire I-4 Ultimate Project (21 miles, $2.3 billion) and helped the I-4 team on over 200 successful phase shifts. Mr. Massimo also has 3 years experience as a Procurement/Finance Manager at Lockheed Martin and one year in HR. Mr. Massimo has also co-managed a $34 million and a $28 million construction job as a General Contractor.
Mr. Massimo’s background in business accompanied with his extensive knowledge in MOT will help AATC grow to be a successful Traffic Control business in Florida.
Mr. Melton has 10 years of experience in MOT and was Mr. Feise’s Assistant manager for the I4 Ultimate corridor.
Mr. Melton has project management experience with managing and schedule some of Florida’s most complicated phase shifts. Mr. Melton was directly in charge of temporary concrete barrier wall moves and placement, Scheduling Stripers, crash cushion installs and maintenance, employee management and Budgeting. Prior to I4 Ultimate, Mr. Melton was and MOT Superintendent on the I-595 Expansion Project in Ft.Lauderdale FL., $1.3 billon P3 Mega Project with Dragados USA.
Mr. Melton’s Field and management experience will make sure AATC’s staff is managed efficiently and that will prove AATC’s customer service is second to none.
After serving in the Army for seven years Mr. Krystel took a position with Protection Services (Stabler Companies) as a Traffic Control Serviceman in 1978. In 1979 Phil was promoted to Service Manager South Florida. He covered the Southern district which included seven states. While serving in that capacity Phil started several area offices for PSI. He was over operations on several large I-95 jobs.
He then took a position as Branch Manager of the West Palm Beach office for Protection Services. Turning that office from a $400K annual office to a multimillion-dollar office in several years, he eventually became directly in charge of 3 offices in Florida.
Mr. Krystel also worked for 10 years as the Vice President of Sales for one of the largest barricade contractors in Florida. He dealt with operations and oversaw customer relations and all bidding and estimating. After this he held a job as Senior Estimator for a national traffic control company for 6 years.
Mr. Krystel’s experience in the traffic control industry in the State of Florida is unmatched and brings value to AATC and it’s customers to assure that they are always getting competitive pricing.
